Première chose que je ne comprends pas : APT fait référence au dépôt de PlayOnLinux (http://deb.playonlinux.com/) mais il n'était pas dans ta liste. En plus, il est en version 12.04. Il vient d'où ?
Ensuite, il y a apparemment des problèmes bizarres sur des dépôts Ubuntu français. Tu pourrais redonner le contenu du fichiet /etc/apt/sources.list (cat /etc/apt/sources.list) ?

Là, les mises à jour n'ont pas pu se faire à cause des erreurs. Il faudra voir ce que Synaptic indique comme paquets locaux après coup ; pour l'instant, il affiche toujours la même liste de paquets.

Va dans les préférences système → Logiciels et mises à jour et choisis le serveur principal au lieu de la France. Dans l'onglet "Autres logiciels", est-ce que tu vois un dépôt en rapport avec PlayOnLinux ? Si ce n'est pas le cas, donne le retour de :

locate playonlinux

Pour limiter le gaspillage de ressources lié au stockage et au téléchargement de tes captures d'écran, tu pourrais au moins ne conserver que la zone que tu veux montrer, parce que plus de 930 Ko pour ton bureau et ton double écran 2 646 × 768 alors que la fenêtre du gestionnaire de mises à jour fait environ 900 x400, c'est franchement inutile. Un peu de respect pour la planète et pour les membres qui ont une connexion internet en carton !

On le voit désactivé dans tes captures mais il est bien là. Il y a aussi celui des pilotes graphiques qui n'était pas dans ta liste. Celui du code source (désactivé aussi) de Bumblebee testing apparaît deux fois. Il y en a un de ricotz (désactivé) qui n'était pas non plus dans ta liste...

Tu avais bien donné le retour complet de ls /etc/apt/sources.list.d ? Tu n'as pas rajouté des dépôts entre temps pendant que je te demandais de faire des manips ?

Bon, le dépôt est bien là (ainsi que celui de ricotz), tu avais peut-être copié-collé la sortie incomplète du terminal précédemment ?

On supprime :

sudo rm /etc/apt/sources.list.d/playonlinux.list* /etc/apt/sources.list.d/ricotz-ubuntu-unstable-xenial.list*

Ensuite, supprime POL :

sudo apt-get remove --purge playonlinux

Puis tu retentes les mises à jour (tu es bien passé au serveur principal au lieu de "France" ?) :

sudo apt-get update && sudo apt-get dist-upgrade

Bon, il y a du mieux. Et il y a des paquets "wine-development" installés qui viennent je ne sais d'où, c'est peut-être l'origine du problème avec Wine.

Commence par un sudo apt-get autoremove pour supprimer les paquets inutiles. Ensuite, direction Synaptic pour les paquets locaux & obsolètes qui cette fois devraient être moins nombreux.

C'est pas possible : il y a les mêmes paquets (par exemple, est-ce qu'il y a google-earth ?) ? Même en cliquant sur "recharger" dans Synaptic ? Il y a toujours une catégorie (dans la liste à gauche) "pouvant être mis à jour" ?
Pendant que tu es dans Synaptic, profites-en pour aller dans "résidus de configuration", sélectionne tous les paquets et choisis "suppression complète" puis valide.

Pendant qu'on y est, donne le retour de cat /etc/apt/sources.list.d/bumblebee-ubuntu-testing-xenial.list, je voudrais vérifier si le dépôt source inactif y apparaît bien deux fois.

L'erreur sur www-fourier.ujf-grenoble.fr est sans conséquence : ça indique juste que le dépôt utilise une clé à un ancien format moins fiable mais ça n'empêche par de l'utiliser et c'est un problème à régler du côté du dépôt, tu ne peux rien y faire.

Dans Synaptic, donc, va dans "Non installés (résidus de configuration)", sélectionne tous les paquets qui y sont et choisis "suppression complète" dans le menu contextuel et applique les changements. C'est pour supprimer les fichiers de config des paquets qui ont été supprimés, notamment ces wine-development bizarres.

Une fois que c'est fait retente l'installation de Wine :

sudo apt-get install wine

Ensuite, retour dans Logiciels et mises à jour, sélectionne les deux lignes "http://ppa.launchpad.net/bumblebee/testing/ubuntu xenial main (Code source)" et clique sur "enlever". Ensuite, recharge les sources quand il te le demande et redonne à nouveau le retour de 

cat /etc/apt/sources.list.d/bumblebee-ubuntu-testing-xenial.list

Tu as bien enlevé seulement les deux lignes avec "(Code source)" à la fin ?

Quoi qu'il en soit : sudo gedit /etc/apt/sources.list.d/bumblebee-ubuntu-testing-xenial.list, tu mets ça dedans et tu enregistres :

deb http://ppa.launchpad.net/bumblebee/testing/ubuntu xenial main
deb-src http://ppa.launchpad.net/bumblebee/testing/ubuntu xenial main

Dans Synaptic, paquets locaux et obsolètes, si tu sélectionnes google-earth-stable, que tu affiches ses propriétés, qu'est-ce que tu as dans l'onglet "versions" ? Même question pour "mesa-vdpau-drivers", par exemple.
