Si tu as réussi à mettre la priorité de démarrage sur le disque FUJITSU, tu dois voir le menu Grub au démarrage qui doit contenir ces lignes :

Ubuntu
Options avancées pour Ubuntu
Memory test (memtest86+)
Memory test (memtest86+, serial console 115200)
Windows Vista (sur /dev/sda1)
Windows Recovery Environment (sur /dev/sda2)

Vois-tu bien ce menu Grub avec ces lignes que j'ai détaillées ?

Et si oui, est-ce que tu parviens à démarrer normalement Vista en sélectionnant la ligne "Windows Vista (sur /dev/sda1)" dans ce menu Grub ?

mes 2 disques durs interne n'apparaissent pas dans le bios
dans les options de démarrage, j'ai uniquement usb, cd/dvd, disque dur externe et reseau

Bizarre.
Le disque Hitachi sur lequel se trouve Vista, il est d'origine ou bien ?

Et le disque FUJITSU, il est d'origine ou bien c'est toi qui l'as rajouté ?

Je ne sais pas si c'est faisable facilement mais ce serait intéressant d'essayer de changer physiquement la place des deux disques durs. En effet, je pense que ton Bios doit être verrouillé pour ne démarrer que sur un seul disque.

en fait, j'ai refait une installation de Kubuntu et ça marche ...

Puisque tu as réussi, j"aimerais bien tenter d'y comprendre quelque chose. Aussi je te prie de démarrer une session sur ton Kubuntu installé et de faire un Boot-Info depuis cette session. Tu donneras l'URL de ce Boot-Info dans ta réponse.

Mon analyse du fonctionnement :
Ce boot-info a été réalisé depuis une session du deuxième Kubuntu que tu as installé sur sdb5 comme on peut voir dans cet extrait :

La raison pour laquelle tu parviens à démarrer, c'est que le chargeur d'amorçage de Grub a été installé dans le MBR du disque Hitachi, à la place du chargeur d'amorçage de Vista comme on peut voir là :

Dans le menu Grub au démarrage de l'ordi, tu as une entrée "Ubuntu 18.04.1 LTS (18.04) (on /dev/sdb1)" qui te permet de démarrer sur ta première installation de Kubuntu. Je ne sais pas trop ce que tu vas faire de cette première install mais bon.

toujours est il que j'ai vista + kubuntu, mais peut  que ce soit mal installé ...
cela dépasse mes compétences

il faut faire quelque chose pour remettre de l'ordre ?

Moi je me dégonfle de t'aider à le faire.
Je viens de créer une ligne pour ton modèle DV7-1299ef dans la Liste des portables HP. Il y a une description sommaire de ce modèle sur cette page : https://www.laptopspirit.fr/30375/hp-dv … -999e.html (on y voit la mention des deux disques durs de 250 Go)
